BoP was not completely on the instigator. Although it was mostly on the instigator, you still had the smallest BoP to fulfill. In every debate, each side has at least some BoP to fulfill. He did not meet his massive BoP, and you did not meet your tiny BoP; this makes it a tie.

This debate is useless as the US government tried to dismiss Roswell as a air balloon crash. They did not hype it up, therefore it could not be a Psy-Op.
