"type 3 civilization" refers to the Kardashev scale,

Type1 has said that there is a type 3 civilization in the comments. Its unlikely that there is a type 3 civilization in the universe because we haven't found evidence of such. Type1 has given no proof for these claims.

Also Fermi's Paradox states that while it is "likely" that life exists outside of Earth, but we have not found any life when we should.

I will keep this short and expand in the coming rounds.

Pro's original thesis was vague and likely either too easy to prove or impossible to prove, depending on what definition of "ET" was assumed.
