Spamming
Posting or bumping spam threads, comments, or replies is prohibited. Spam is any content which is nonsensical or excessively repetitive.

Nonsensical. Could bumping a post be considered nonsensical after say, 6 months of no addition to thread?

A few websites will report or even ban necroing especially if their design is to show the latest "bumped" or tagged thread.

Whereas another site will ban people if they dont keep posting comments or questions in a relevant thread.

Now, its up to the website owner to decide which method helps best to make a productive (and in this case, progressive) atmosphere where new ideas and debates are encouraged for discussion, and older ideas and debates can be revisited for knowledge or inspiration. Based on this format, would it impede the goal of the website to constantly rebump forums or debates? Would it bring a disharmony to new ideas and discussions?

If so, then under semantic and logical process, this can be infered as a "nonsensical" act.

Thank you for showing us that Scratch website. I'm not sure the relevance, it seems pretty nonsensical, but no harm done.

From our CoC:
"Spamming
Posting or bumping spam threads, comments, or replies is prohibited. Spam is any content which is nonsensical or excessively repetitive."

Note the lack of the word "necro." That said, "excessively repetitive" does constitute a CoC violation.

Clearly the user in question is interested in the topic, and the topic itself was not spam. So no CoC violation. And yes, had he gone to a bunch of old threads all at once the repetition of that would reduce it to spam.

As for the word "nonsensical," cracking down on every minor incident of that would be severe abuse of powers. Take for example that someone reported #5 above; it's not the Henry V Speech of posts, but it's not disruptive or otherwise harmful. I'm no mind reader, but I would guess it's a concise way to point to a potential issues of the title which if over-reacted to would make this whole thread nonsensical thus semantically could be called spam.

Nonsensical nature of rules is not for mods to determine but for website owner. The mods interpret, adjust and enforce the rules agreed upon.
Direction is one role.
Making it move is another.

The CoC was created by mods, not the site owner (I don't know if the site owner gave input, but it was mainly composed by the mods). So yes, the mods can determine the "nonsensical nature of rules".
