What is the method behind what debates show up on the quality debates sidebar? Are they chosen by a person, an algorithm, or what?

It's done completely automatically, doing that manually would be a pain in the butt.
The logic is really simply, it shows the debates that have no forfeited arguments, have participants with the rating higher than 1500 and the status is either `voting` or `finished`.
