I would like both the track and song if they matched each other but the vocals were so out of sync in terms of intensity and tempo, to the music and beat.

There is something extremely wrong, maybe they are tone-deaf but learned manually how to hit notes. Their melody is missing the notes they are singing and vice versa, it's not even the same tempo it's very 'half way there' to match the other element of the music, in my opinion.

I finally listened to the song you posted. It wasn't bad, but it's not really my style. I think what you're hearing with the singer (at least part of what you're hearing. He does have a tendency to skip notes in live performances, but usually not on their records) is actually a restrained scream. I doubt you would enjoy this song, but it does demonstrate what I'm talking about.
If you listen to it, you can very clearly hear what seems wrong about his voice: he's in a metal band that interjects screaming into their ballads.

I mean firstly I wouldn't call that truly punk but also I think that's far inferior to Palaye Royale's stuff. Lacks so much oomph etc. (oomph is essential to punk rock, you can't have calm punk rock).

This is good music, but I think most non-hardcore fans would prefer this version.  

Here is an excellent cover of the same song, by another great band.
