Why do low trust societies have higher crime?

It seems to be insinuated that low trust communities have higher crime because they are low trust, when it makes more sense to believe that a society is low trust because or the crime. https://www.pewresearch.org/global/2008/04/15/where-trust-is-high-crime-and-corruption-are-low/

So did the distrust come first or the crime

All the world's a stage and we're all taking cues from everyone else. If you're scared of the dog, you will be harried by the dog. 

It still all starts with some cunt being untrustworthy, though.

People do crime because people don’t trust them, and people don’t trust them because they do crime.
