WOW! is terminology Fuller used for Big Bang. Often we
have read, that, Universe is not expanding from a point, but expanding
everywhere at same time.
Fuller addresses that issue also.
Without going into those scenarios, we make take another tack that
Fuller may have considered. That the finite Universe is isotropic-like,
compressed Isotropic Vector Matrix that is expanding in between each of each energy
center points.
My version would incorporate interfering great tori, that, have four primary great circles:

outer peak-set nodal events as the positive geodesic curvature, as
Gravity ---always the outer set at perimeters of finite Universe--,
...2} inside top-peak of numerically trinary-based, sine-wave /\/\/\/,
....3} inside bottom-peak of the same numerically trinary-based, sine-wave /\/\/\/,
....4} inner peak-set of nodal events and the negative geodesic curvature, as Dark Energy.
Outer
geodesic Gravity, becomes the dominant force and confines and overtakes
the inner Dark Energy, as a contraction of finite, occupied space
Universe, only to reach a place of next WOW! where the Dark Energy of each and every tori of Universe is now the inner negative geodesic being the dominant force.
I
believe this scenario also address some with some of Fullers
speculations in Synergetics about expanding Universe he knew, that, was
before Dark Energy ---cosmological constant of accelerating
expansion--- was discovered in 90's, after Fullers death.
