for most places (if not all) medication samples are a thing of the past.  it's good and bad like most things.  they often were given to people who couldn't afford them or had high co-pays.  I like the idea of try it before you buy it, but since nothing was free they calculated the cost of the samples in what was actually sold.  did stopping the samples decrease the medication costs?  I doubt it.  I don't believe it had any real effect on what was prescribed either, not in my experience anyway.
was stopping the samples have more positives and negatives?

Samples aren't totally gone! My doctor gives me samples of one of my medications because it's really expensive so the pharmacy doesn't keep it in stock (meaning they have to order some for me every time my dose is changed). My doc gives me a sample pack so I can start the new dose right away.
