Anarchy is respect for individual freedom. Each individual is sovereign. Thus, each individual lives life as he wants and has control over his body and property.
Tyranny means that individual is oppressed, subjected to forced labor, forced to work a lot yet still live in poverty and still not even being able to make decisions about own life. Almost all his rights are violated.
So clearly, anarchy is more desirable because rights and freedom is much more important than the simple lack of those. Tyranny doesnt guarantee to achieve anything good. Anarchy achieves some good by default.
First, I will make clear that my stance is that anarchy is not better than tyranny. However, I do not believe that tyranny is any better anarchy. Anarchy is when every single person has the right to do whatever they want, without any restriction. So, there is no authority to control any action of the person. Tyranny is when a single ruler have the right to do anything he/she wants. In both forms of government, someone can do whatever they want. In an anarchy, a person can go kill anyone without facing any consequences, because there is no rule or law saying he can't do so. Isn't that the same as a tyranny with a bad tyrant?
So, in conclusion, I do not believe that anarchy is better than tyranny. An Anarchy can lead to a community of chaos. While, a tyranny can also do so, it is not any worse.
