Hello, what is your opinion on why the DOE is not failing us

The us department of education of is failing us
I argue that we can not state that the department of education is falling in the US since the definition of department is a division of a large organization meaning that to separate the department from the government we must make it its own system. And by definition a system is a set of mechanisms working together to reach the end result. The definition of failing for a system thereby system failure is for the system to not produce the outcome.
We can not say that the outcome is not produced by the school system when we can see the statistics provided by the national center for education statistics shows that 56% of high school students are above average, and that the number of ivy league students have grown the last 10 years with 15% also the scholarships ivy league have individually have grown with 15% over the last 10 years. Which shows that though the system is not perfect it is by definition performing the work it was designed for as well as evolving. Therefore the department of education can not be stated as failing.
