How to solve low birth rates? Tax those who wont give birth!

Many countries tried to solve low birth rates by offering rewards.

What must be understood is that these rewards themselves are virtually meaningless and low. The mere cost of raising children outweights these rewards.

It is more profitable to be without offspring. 

So naturally, to counter, state must make it more profitable to have offspring, and not at all profitable not to have offspring.

So, a tax on people without children!
The less children you give birth to, the more tax you pay!

The tax should first apply on people who are 18-22 years old, because highest female fertility is at ages 15-22, and 18 is when you should be paying taxes.

Some countries have very low birth rates, such as Japan and South Korea, and unless they introduce some punishments for not having offspring, these countries will cease to exist in few hundred years.

The lowering of birth rates is a slippery slope. When birth rates lower, population gets older. Older population is less fertile, causing further decrease in birth rates, which further makes population older.

Its a cycle which, if not broken, guarantees country's collapse.

The majority of older people are kept alive surgically and medicinally.

And youngsters are oppressed by social and financial expectations.

Trying to shut the stable door with punishments, doesn't address the causes of your perceived problem.

Destroy all contraception , bar all sexual reproduction fixes, regulate health, food and environmental factors that contribute to the health of reproductive material.

Don't worry about it. Humanity is nowhere near extinction. Those countries with low birth rates are almost exclusively very densely populated. Let people do what they want to do.

Which is not to say that the population should drop and anything that favors that should be encouraged.... like say indoctrinating kids to think being a sexual deviant is cool so that 30% of them claim they are (they aren't... probably).

Far fetched, but…
The United Nations should create an organisation for the express purpose of increasing birthrates. Countries will have a choice to opt into various programs with oversight of course. From small scale social engineering/policy experiments, to wide scale implementation. All tailored for specific regions.

Dont say deviant.

The correct term is "valid sexual orientation".
It is sexuality which deviates from the norm. It may also be a sexual orientation, but it would still be an abnormal one.
