Is a serial killer smart by avoiding capture, or just sufficiently evasive, or are they the same thing?

It has a lot more to do with the randomness of targets which makes it hard to catch them. 

If you ever want to be a serial killer I have some suggestions based on my personal interest 

1. Wide killing area
2. Random targets(duh)

The easiest way to do this is to become a truck driver that drives from the East Coast to the West Coast. The wide killing field makes your discovery harder. 

Also focusing on prostitutes could be a good ideal considering how portable they are

Well, 'serial 'killing people, in itself, seems kind of dumb.
In the sense of it is an activity highly dangerous to oneself.
. . .

But if they 'manage it, it can show 'some intelligence in a serial killer.
But even stupid people can hit upon a simple method and stick to it.
Simple disguise and get someone out alone somewhere.

I'd imagine it was easier, the further back in technology and society we go.
All these cameras, computers, fingerprints.
