Not website, just site. Like a physical location. 'the site of the test' for example.

The message is one generated by AK-9 as a 'suggestion' for the Foundation to improve upon their containment procedures (generating such suggestions is what the machine was made to do).
The message itself is the resolution. We would literally be debating whether persons recently painted with green pigment foam ought to be required to stand around all odd-numbered SCPs at least two hours a day or not.
I would be pro. If you would also be pro then we can come up with something which we may disagree on in order to facilitate the debate.

I assume you are reffering to rule 5. This rule just means that you cannot interpret the resolution as being that pro advocates that people in real life should paint themselves green and stand around certain objects or something silly like that. As per rule 5 the debate is specifically within the context of the fictional SCP universe.
So as to not clog up your thread I reccomend further inquiries be directed towards the debate comments section.
