An even better example of what you're arguing for is the concept of letting all thieves go free if the victim isn't bankrupted by the theft. Is this your moral and legal stance?

No because as an adult, by biology, an adults brain is matured enough to know that a 15 year may not know what he is talking about just yet and they will play it off.

This age is legally 13 (there is an actual online talking age of consent that is 13-14 in most developed nations and either doesn't exist or is unofficially 18 in less developed nations depending how religious they are).
