I tried to help him for the entire year with little progress after all his counselors gave up on him.

In the past, if someone has bad grades, they give him a job so that he can work instead of studying. Nobody should force students to continue studying in cases where it wont amount to anything. Plenty of cases of students who literally just waste time in school.
That being said, I wouldnt vote to ban roosevelt. While he does overuse insults, he also throws in an argument sometimes. So just ignore the insults and respond just to arguments.
