SInce nothing is being produced in this example, it is not socialism.
Well the government is producing infrastructure that people can use. Like BIDEN said, Wi-Fi is like electricity 100 years ago.
Social control of the means of production is the classic definition of socialism. But the MAGA morons here and around the country think all government action is socialism. Social control can be by the state, the workers, or the community. Another way to say it is no private control often means of production.
The “means” includes raw materials, tools and the space needed to produce things, like a farm or a factory.

And some companies, some individuals, with an interest, a control in tech,
'Lot of scientific advancements in tech.

Electrical items are handy, entertaining,
Not that people can't be entertained without,
But they're handy, whether in solitude or community.

A person forgets sometimes,
How to have fun without them,
How to communicate without them,

I'm still not sure about AI running anything, anytime soon,
