It was Obama’s administration that invoked special railroad precautions (speed limits, etc.) for certain volatile fuels, such as gasoline, diesel, Jet A, kerosene etc., but not other flammable, toxic and explosive ones like vinyl chloride, which is what devastated the small town in Ohio and sent toxic fumes and fallout into the air, rivers and wells.
And it was Congress in 2015, two years before Donald Trump was inaugurated, that debated the cost/benefit suggestion that all freight trains should be equipped with ECP braking systems, which are supposed to reduce braking distance by 60%, and decided that the multi-billion dollar cost was too steep. Trump was powerless to do anything about this during his term in office because Congress, not the president, allocates money.
Note, also, that if retrofitting this braking system was so clearly a safety matter, why has nothing been done to reverse the 2015 decision for two years when Democrats controlled both houses of Congress and the presidency?
In any case, braking had nothing to do with the derailment. It was caused by an overheated axle bearing, as seen on a surveillance video of the train passing, one car with white-hot flame shooting out. It was just a matter of minutes and miles before that car derailed and took the rest of the train with it. A 60% reduction in braking distance could not have been nearly enough to stop those tankers from derailing anyway; and the affected cars were too close to the lead derailed car to have had any mitigating effect so those chloride cars would have derailed and leaked with or without ECP in this particular case. It's possible that rules regulating temperature monitoring safety devices on the axles and bearings could have prevented the derailment, but that was never looked at by any government agency.

The Safety Board's claims are saying how the rule would not have applied anyway whether or not Trump repealed the brake rule. Anyone with a normal functioning IQ would have comprehended this part:
