The exact same situation happened in a heavily Democrat New Orleans during the decades leading up to Katrina. Plenty of money flowed to African American cities like New Orleans and Jackson, but the electorate chose corrupt leaders that chose to pay for votes through crony lobbyists instead of investing in the city with those funds.
But it's more profitable for the MSM to get paid from lobbyists to just say Bush wanted to "kill all the Black People" instead of exposing the local corruption that could help Democrat municipal electorates like Jackson learn the existential lesson of what happens when you make excuses for local municipal corruption for decades. It's not even a racial issue since most of the city leaders and councilmen are Black, it's a manifesting culture of corruption and the slow boil of getting the electorate used to that dire level of existential corruption.
This is especially a lesson Liberal states electorates desperately need to grasp today considering all the atrocious problems even rich white Democrat municipalities are now experiencing for the same exact reasons. Centrally planned Socialism comes with a existential price tag of dire corruption.
