My theory is that January and February of 2021 were extremely bad...
Which is backed up with a CDC study.
If you do a google search, it's all political articles about the opinions of politicians and very few science articles.
Not that we need a ton of science to draw a likely correlation between the opening of the borders and the surge in deaths.
The CDC paper I linked is more than sufficient.

Having had Delta with the the original vaccine, I don't agree with the last part at all.
Here are my theories:
1) Lockdowns, especially locking down low at-risk kids, kept the virus in the field a lot longer and gave it a lot more time to mutate than if it were to have run the natural cycle of a flu strain.
2) The original vaccine didn't have nearly the efficacy against Delta as original Covid, and virologists were slow to react and come up with a Delta vaccine.
3) Flooding the country with infected invaders at the start of 2021 was criminal homicidal negligence. The kind of negligence we should have burned Cuomo for.

Not sure what exactly you were expecting to see in the data,
352,000 deaths recorded in the year 2020 with no vaccine.
430,000+ deaths recorded in the year 2021 (so far) WITH a vaccine.
What I expect after endless propaganda from DC that the vaccine will save lives is a reduction in deaths during a year of vaccines from an entire year of no vaccine.
Less deaths instead of excuses. That's what I expected to see, and I am sure everyone that took the vaccine expected that as well. If the vaccine wasn't enough, then DC is fucking up somewhere else.
Stop apologizing for failures. Stop calling objective failure a nuanced success story. It's not fine.

What happens should one or more representative disagree?
That's the beauty of the jury system. That district gets a yes vote if all 12 agree, a no vote if all 12 disagree, or no vote if there is no unanimous consent.
That insures only the most affected districts across the country with the most to gain or lose actually direct National policies instead of the highest paid lobbyists. Political parties are not required for this system. Only concerned citizens just like a jury.

Three questions:
- How many representatives?
If we trust 12 people on a jury to make a single decision, and we say the jury system works, then we should have 12 per Congressional district to make their 1 decision for that district.
- What happens if this mandate is breached?
Constitutional amendments, or a new constitution after the USA fails.
What changes do you believe a lottery system effectuates in contrast to the current democratic system?
It eliminates the current illusion of choice when candidates are selected by the wealthy elite. People can instead choose to have their names put into the lottery for public service. Registering for the lottery would be a requisite for government programs exactly as selective service currently is.

As far as policy decisions being unanimous, you also have to recognize the problem of the crony bundling of legislation. It's so bad right now that people are willing to give crooked politicians and their lobbies 90% of a spending bill if it means they MIGHT get to see 10% of it. (of which they paid 100% of it)
In a better system, the majority of the people would get all of it.

What are the consequences of democracy? Democracy effectively renders each individual's political agency to nothing more than a subject of majority/popular opinion. It places the onus on the individual to somehow control the sentiments of the majority in order to express his or her rights. It isn't just crony Democracy I oppose, Greyparrot. I reject all democracies. Because there's nothing fair about them even if lobbyists were out the picture.
This is a sticking point where you and I will fundamentally disagree. "Mob rule" as you put it is the fundamental mechanism for all evolutionary advancements.
The problem is when "the mob" is no longer in control due to the manipulation of information by a select minority.

We have a crony Democracy at the moment where the only votes that matter are the dollars from lobbyists. The average voter will barely see a fractional percentage point of any corrupt spending from DC. They are not part of the club. Even if they follow orders.

You suggest "output" as a fundamental property of demand side economics when it clearly is a secondary property.
An example of demand side economics is providing tax funded grants for renters instead of taking those funds and paying construction crews directly to build new houses.
The policy encourages a trickle down approach to suppliers of housing through the funding the consumers (demanders). While this trickle down approach to "output" is clearly beset with all sorts of historical problems regarding individual human choice vs central planners (think recently of the Covid stimulus where people didn't spend the money like the government planned)...
The real problems with demand side economics are often obfuscated by politicians because of the monumental political benefit of putting dollars directly into the pockets of voters, regardless of whether they choose to spend the money shoring up supply chain problems or not like the ones we have now.
The proven factor that drives consumers to choose to spend money that directly creates the necessary supply is a select rising price due to scarcity. Printing money and distributing dollars to consumers further delays that targeted spending because the consumer has no incentive to reward any one individual supplier. So you have the scenario where an entire grocery bill is high despite the fact that 90% of the shelves are full. In a supply side economic model, only the producers working on filling the empty shelves are rewarded.
But then again this all goes to the inherent problems of central planning, which can't possibly know what exact section of the supply chain needs the most help fixing the supply chain issues as a person in DC cannot possibly know exactly what the suppliers all the way in California need. The best policy regardless of demand side (gifts to the public) or supply side (welfare to corporate suppliers) is often no policy so that the invisible hand Friedman refers to can work freely with no constraints as thousands of Californians decide through their own incentives regarding price and profits what the supply chain really needs instead of a handful of people way out in DC.
As far as central planning and these policies are concerned, we can actually use the BWF example to prove a point. In Demand side central planning, the shop owner is incentivized to break his own windows in order to replace them with new ones even though the old ones worked fine simply because he is not paying for it. In Supply side central planning, the glazier is incentivized to create business by destroying as many windows as he can or creating unnecessary holes in walls to place as many new glass windows as possible.
In both cases, it would have been much better on a macro economical model to have the shop owner decide how to economize his own money instead of spending someone else's money on himself through centrally planned demand side policies.
