I don't think there is any reason to believe they were. It is silly to assume that scum must have been on his wagon just because he had a wagon. They could have easily been inactive or unsure if the lynch would go through and waiting to see if it could happen without them contributing.  Not all scum are as aggressive as me and impatient 

Also drafters read on Pie is admittedly based strictly on wagon analysis, and a stupid type of analysis as that. His 4 linked posts that he said was his reasoning, was just so terrible that I thought it was a joke, which is why I kept asking for his reasoning.

I don't think you should change the rule. If you don't think you should use one, note it for a different game, but their are possible strategy elements that different users may use because of that rule, and changing the game on them is unfair
