Russia-Ukraine will probably be ended within the first year but Ukraine will have to give up some concessions to Russia.

Increased supply tends to decrease price given standard supply/demand curves. I'm willing to allow that this market isn't perfectly competitive, but I don't think that's enough to make increased supply not lower the price. The costs to the collage are basically the same but they can now spread those costs over a larger customer base.
Might be beneficial to test something like this on a statewide basis. The only thing I'm curious about is that many universities that are very desirable would quickly become overrun with applications. But I suppose that's the point of making it a tax incentive rather than a requirement, the universities would just do whatever is the most profitable
The total value (quality education) is going up, it's the relative value that's the concern. That value is largely artificial, much like social clout. I'd honestly rather separate education from certifications; that is, have one party focus on educating and a different party focus on evaluating how good each student is. Then colleges would be chosen based on quality of education rather than prestige.

Take it from Lincoln himself, who in his letter to Horace Greeley said, his "paramount object in this struggle is to save the Union, and is not either to save or to destroy slavery". 

An easier way to think of it is this. If the war could have ended before the emancipation proclamation was issued if the union was preserved. If the issue of slavery was somehow solved without preserving the union, the war would have continued.

If slavery was the primary reason for the civil war, it would have been clear from the beginning of the war. You can argue all day about the role that slavery played in the confederate states withdrawal from the US, but from the Union POV, preservation of the Union was a more important topic than slavery.

Only really played during chapter one but seasons 3-7 were my favorites, with 4 and 5 probably being the best. Simple mechanics, the loot pool was well balanced but not too balanced to the point where you never had a really good weapon, and the map was well spread out

Correct me if I'm wrong, as I haven't looked into the subject very far, but this would presumably put tons of people in a ton of debt. Even if you give the unis tax incentives, the price of college will be extremely high, and we already have a massive issue with student loan debt despite how selective many colleges are. I think in order to give college's enough tax incentives to lower the cost enough that it isn't an issue, you would probably be just obliterating the funding from taxes the government receives for colleges. The write offs would have to be extremely substantial.

In direct response to your horse race example; I think you actually make an argument for insider trading not being a victimless crime. The example you provided of doping is a more accurate representation of most insider trading than the erect penis example is. Particularly in congress, where insider trading is rampant, members serve on boards that effect policy that could impact the value of many companies. While they aren't making decisions on those boards purely for the sake of changing the value of the stock, aka winning the race (or are they), they are still making direct changes that result in the stocks values shifting.
