Trump did it first:

“HHS further acknowledged concerns expressed “by the vast majority of commenters” that the “low income” definition of 350% of the federal poverty level would have “created significant administrative challenges for health centers” and that those challenges would have resulted in a diversion of resources from patient care in the midst of the COVID-19 pandemic.“

Because Trump was incompetent, he didn’t know how to get this done.

Trump tried to wish insulin to be less expensive the way he declassified top secret documents, he would just think about it and in his mind it was done.

"Medicare and medicaid" cost the US budget 1.5 trillion dollars every year.
Thats about 4000$ per person per year, or 330$ per person per month.

Trump wanted cheaper healthcare.
What the US has right now is too expensive for the government to maintain. The problem is the abuse of the system.

"Free" healthcare = people going to doctor all the time for no reason = doctors earning money by doing unnecessary proceedures = medication being more expensive due to being prescribed for no reason or in too much quantity.

Just some of the disadvantages of free healthcare.

"Mostly free" also has those downsides. 

I would agree that the government should cover some cost, but right now they are overdoing it.
