You know, how about this. You wear what you want, I wear what I want, you teach your sons and were all fine.

If men can walk around half naked, entirely, whats the problem with woman? You mostly see woman getting raped, not men. So, why can't men handle the same responsibilities? That is not to say men don't get raped but in terms of research, it's mostly woman.

Yes. The problem with that is: How to do it?

Because we could say that USA has been trying to change that mentality for a long time.
The result? 1 in 6 women are victims of rape in the USA.

That is not to say men don't get raped but in terms of research, it's mostly woman.
Men raping men is common in prison. There are cases of abuse of young boys by adults. However, woman raping a man is almost impossible. I mean, its possible, but very rare, I would say.

Individuals and organizations in society are able to encourage or discourage media made,
By words of praise or condemnation.

Schools and Public libraries are able to stock or 'not stock certain books or movies.
To teach or not, certain books or movies, or 'how they are taught.

How has the us tried to change that mentality? 

Sex ed is introduced earlier and earleir in school. Average age for puberty is younger now than 10 years ago. There are numberous movies and pop culture that increasingly introduce or mention things like porn, bdsm, etc. 

If there is any effort to change the mentality of how men look at women, it is coming from a minority. Probably religious which contradicts a secular narative.

I agree that media has influence. However, preventing violent content is difficult.

First, you would have to ban Bible, Torah and Quran - the amount of violence in Quran is actually stunning.
Then to ban all other violent books, so that means most of books would be banned.

Then movies. Almost all movies contain violence.

Basically, we would have to invent an entire new world of books and movies that contain no violence.

Also, there are plenty of videos and news containing violence.
So we would basically have to remove all speech, videos, images, sounds and text that contain violence.

Would we get better world? Yes, of course. The problem would be that almost no one would agree to that. Policies strongly opposed by 99% of population are usually doomed to failure.

All children in US are taught about consent. The problem is that teaching someone =/= someone accepting what is being taught.

I agree that those things are bad. However, doesnt make women walking around half-naked any more justified.

Some societies banned porn and made women cover, so it is not "one or the other" case.

Of course it is. For example, you cant really prove that anything exists. You cant even prove that you really exist, hence the matrix and other nonsense. So naturally, proving the existence of sin or God is even harder.

I disagree,
I don't think the Bible, Torah, and Quran are the cause of violence or rape.
Though admittedly in some cultures they 'can be used to justify such views, many works 'can be.

Much in the Bible speaks against rape,

Many denominations of Christianity exist that were you to say the Bible encourages rape or violence,
Would stand mouth agape at you.

Though I admit there are exceptions.

Regardless, it is more 'culture and 'clear cut I'm thinking of, fiction.

The Taming of the Shrew, Revenge of the Nerds movies, Old James Bond, Xanth series by Piers Anthony,

Most recent thing I've been seeing on the news is Trump,
'Does seem to me a lot of recent older culture either played it straight or made the joke quite often,
Of no not meaning no,
Or no not mattering,
It seeming natural to just push on ahead with one's advances.

I'm not even saying such movies 'can't exist,
But they should at least be noted as a way 'not to behave normally in society.

'Violence, doesn't quite have that problem currently,
A person 'realizes not to murder,

Though I supposes a person realizes not to violently rape whether alone or in a group,
Really that seems 'really obvious. . .

Hm, I suppose my suggestions hit 'more the people who aren't so 'violent in their assaults.

Instead of a more evil look at society, such as how does one prevent human trafficking of children,

How do we teach men to control their urges?
Allowing prostitution, of course. Each city should have an area in the outskirts devoted to brothels and related businesses, something similar to Las Vegas, so men can unleash their primitive instincts.

As far as I'm concerned, sexual repression is not good for men, you can see the consequences of it in the Catholic church where priests are obliged to be sexually abstinent (most of them don't stick to the rule).

In fact, I've seen some studies that claim pornography helps to decrease rapes, obviously because it keeps men sexually satisfied.

Maybe I need to clarify. 100% of women want to marry only 10% of men. It is not to say women don't lower their standards to sleep  around while they are not married. It also needs to be mentioned that most women who figure out they  don't measure up and have 0 chance  to marry one of  the 10% eventually lower their standards and settle. Every man who is not in the 10% that is married was not the woman's first choice but rather the 10th at best.

What does 'proper mean?

I suppose even for nudists,
Proper dress is nudity,
Then the question becomes people ought behavior properly,
Though I wonder if one's expression can be considered a form of clothing.

Clothing 'can signal,
Less clothing or alluring expression, 'seemingly an invitation to pursue.

There's not really any book or film to blame for 'that.
When parents abuse their children, thats horrible on an even greater level. Those children are more likely to end up in foster care, and we all know that foster care is horrible with plenty of abuse going on there too.

Well, the major point in question are men who cant control their urges, of course.

However, then the question rises: why some men cant control their urges?

In some countries, men control their urges much better than in others.

I am not suggesting that women should be forced to wear a hijab with face cover, but I am saying it would probably be good.

Woman walking around in clothes that reveal 90% of the body is obviously increasing the desire in most of the men who see her.

Most men who frequent prostitutes are actually married, and they do so secretly. So, I don't know what mark you're talking about.

Everyone that is defending the idea that how women dress, does not correlate to the danger they put themselves in from men are going out of their way to defend something that should be common sense. 

Most men are attracted to women. Almost all rapists who are men are also attracted to women. 
It is common sense to know that if a woman dresses in a way that is exposing, then men will more likely be attracted to her. 

Also it is just common decency. Women should dress properly, because showing off your breasts, genitals, and a** is not appropriate for women to do. 
Every time you see a woman on the street, just know that she was once someone's little girl. Do you really think that father would want their daughter to dress in that way?

If you say that as a father you would be fine with your daughter dressing in an inappropriate manner, then you either have never had a child, or you do not love your child enough to want to protect them.

Now of course it wouldn't be a good idea to force women to dress a certain way, that is just wrong, but to encourage it especially in households, schools, and places of work, is the best course of action, but you can't force that either. 

It is the culture that needs to change. That is exactly why we are in a culture war.

Though arguably an ankle contest could be about 'beauty, than titillation,
The thought stands, that people develop an attraction to 'other aspects of an individual, if some aspects are hidden.

Take countries where 'much skin is shown, or women go topless.

There are more factors than I know,
But off the top of my head.

If people are taught that others are less, not equals, not people,
I can imagine objectification, force being more common,

If people are taught that others ought be forcibly 'punished for showing skin,
Force more common,

If breaking the law is seen as acceptable,
Then people might think less of breaking other's consent,

If laws 'allow consent to be broken,
Such as rape and marry laws or culture,
Force becomes more common.

I won't deny that hormones exist,
Especially in young people,
But hormones don't 'have to be a cause for an individual.

People should be encouraged to lock up their bikes, (In places they might be stolen)
But that doesn't mean stealing bikes that were not locked up is acceptable behavior,

Is the problem that someone trusted others,
Or that another individual or location was clearly the type who ought never be in a position of trust?

I mean it's an action I tally up in what I like and dislike about a person.
I don't mean it as an argument for prostitution causing or preventing rape,
Though I might suggest an unsubstantiated theory on a different thread.

Well, that's pretty much what is going on with sluts, but it's not a matter of culture because women are free to do whatever they want, even to dress like a slut. 

As I said, as women are free to show off their physical attributes, men should also be able to get access to all the available sexual options as well, which includes prostitution. Making prostitution illegal is quite the same as refrain men from having sex, because as one poster said, women are willing to have sex only with a fraction of men, so what will happen with the rest? They just look? They should settle for masturbation? It's possible that some of them end up raping a woman.
