I wasn't able to find any such report myself but that is probably because I am at work and only have a few minutes to google around for it on my break. When I scrolled down to the bottom of the page to look for the citations on the article you show it doesn't show any whatsoever despite having citation markers (such as the "[11]" shown in the above quote) but that might be because I was using the mobile version.
Could you show us the report mentioned above so that we rest assured in the knowledge that your source isn't pulling a PIDOOMA on us?

I feel like a fun game would be to pick two outlandish statements that underdog has said then add a third equally outlandish statement that he hasn't ever said and have people guess which one was made up. I'll go first, two of these are underdog quotes and one of them I just made up to sound like him:

People keep arguing back and forth about whether some administration or other would make Putin more or less likely to do the murder stuff in Ukraine. Let's approach this subject with a facts-over-feelings approach, starting by listing all the things that Putin would want from a U.S. president. Putin's perfect president:
1) Would try to limit aid to Ukraine (you know, since Ukraine is the country he is invading).
2) Would praise Putin and downplay anything bad he did (you know, since someone saying you are good is good for you).
3) Would want NATO's strongest member to withdraw from NATO (you know, since Putin keeps saying the voluntary defensive alliance NATO is bad).
4) Would try to limit sanctions on Russia as much as possible (you know, since sanctions on Russia are bad for Putin).
I am not saying these are good or bad things, I am not saying these describe anyone in particular. I am just saying that objectively speaking you have to realize that Putin would take these as green lights for invasion, IF he was taking into account "hmm, what does that country on the other side of the world think?"
Anything else I am missing from the list?

It's relatively simple, Putin just says that the 2014 revolution (the real reason for Russia's annexation of Crimea) was a bunch of right-wing neo-nazis and that the current Ukraine government is illegitimate. Watch the speech he gave when announcing the invasion, he calls for the de-militarization and de-nazificarion of Ukraine. Pro-Russian media has done little to add to these points.

I was able to name three examples of Russia supporting breakaway states directly (Crimea, Luhansk, and Donetsk) and I can name one more potential example that may happen in the future (Transnistria). That's just off the top of my head.
I have zero access to any locked government files of any kind whatsoever, so that is an awful excuse on your part.
We already have four things on the list so no I am not just denying things that people propose to add out of hand, I am just requiring what people say to be supported by facts rather than speculation. I feel like that is a reasonable standard.

NATO is generally democratic (let's call Turkey and Hungary failed democracies for the present) and the freedom and equality and wealth and success of democracy de-legitimizes and makes paltry all autocracies and Putin's particularly since he is the man who took democracy away from Russia.

To encourage Russia to break apart into smaller, weaker, easier to manage states.
We are trying to list ways that NATO is a threat but we need evidence for each of the things we list or people won't take us seriously. For example, as evidence of the first threat I listed I would cite Article Five of the NATO charter. I can't add any of your accusations to the list until I have actual facts and truth to back it up, so please cite the evidence that NATO is planning to split apart Russia etc.
It has to be something actually happening in real life though or else again, people might not take it seriously. For example if I was to claim that Russia wanted to break up Ukraine I would point to Crimea, Luhansk, and Donetsk. You know, real life actual examples of what you describe that aren't just screwy make-believe or paranoia.
Come back when you have truth, evidence, facts, etc. so I can add what you say to the list.
