Sure he is. We already have the template with the Starr report. Special counsel lists impeachable offenses, then Congress decides whether or not to impeach based on those listed offenses. Congress isn't a detective agency. That's probably why Congress settled on Abuse of Power since Mueller fucked them so badly by giving them nothing to consider impeachable explicitly. Instead, Congress had to pull out the Rosetta stone and decipher the hieroglyphics.

In terms of impeachment, it is also clear that he left that determination purely to congress, and that there were several incidences that had sufficient evidence that could be understood to be obstruction.
Actually he did not leave anything for Congress to determine explicitly because he listed zero impeachable offenses for Congress to agree or disagree with. Instead, Congress was left with a bunch of Orangemanbad opinions and hypotheticals to sift through to decide to impeach on Abuse of Power ultimately.
Mueller could have saved 2 years of bullshit by citing Abuse of Power as an impeachable offense.

If you measure intelligence with ONLY verbosity, then Stephen Hawking would be an idiot as well. You can be adept in some areas and not so good in other intellectual areas.
We have had a string of lawyers and professors for presidents, none of them had the spine to tackle the special interest groups working against their constituent's favor. Just look at all the house seats that are going to be lost due to a lack of spine (probably around 20+). The boos from constituents at the town halls aren't proving the professors right or smart in the slightest.
Maybe instead of trying to teach their constituents about Orangemanbad, they could instead listen to their constituents and do what they want instead of special interests. You don't need a Ph.D. for that, just a spine.

Nuclear energy creates toxic waste that takes a very, very long time degrade. And if it isn't stored properly can kill alot of people. Why would you prioritize that over energy sources that don't create toxic waste?
This is so wrong. There's clear scientific data (and we have a LOT of it from 60 years of nuclear power) that EVERY source other than nuclear, including solar, has cause more deaths per megawatt produced BY FAR than nuclear power. Even Hydro.
