Like I said, it's purely a political matter. But Congress's failure to vote on the inquiry means the GOP can just say the Dems are making up their own biased partisan inquiry with their own process rules.
Failing to vote on a formal inquiry means the Democrats aren't taking the process seriously.
That doesn't go over very well with independents.

Congress has limited ability to enforce those subpoenas, with potential penalties for noncompliance ranging from holding them in contempt to issuing daily fines.
It's not a legal matter, it's a political matter. And a political matter without a house vote doesn't matter. No vote, no teeth.

I was listening to the MSM polls which have more credibility since they are in crony partnership with the DNC.
PBS/NPR poll has the most chilling stat here that explains why Pelosi can NOT hold a vote.

I am a realist not a moralist.
Upending the result of elections for process crimes is how Rome fell. The law is partially written by the swamp after all, so that's not a check on corruption. The VOTE is the ultimate check and should be held to a higher standard than tainted law.
The country would have been horribly damaged had Clinton been removed for process crimes like perjury.
GOP lost seats in both houses in the next election after a failed impeachment, and the people would have elected Bill for another term if it was possible. The country has already danced this dance before.

The support for impeachment has multiplied in the last few weeks, including from republicans. When 51% of the country already wants you gone, saying you will do everything in your power to block any investigation of yourself is not a good look.
51% is a good cushion of 16% considering you need 67% to impeach.
