UltimateTrueKorea, the name changes are a bit funny, as though you are evolving as one does characters in various card games. Such as Yugioh.
Memory games can be good for exercising brain I suppose, though perhaps a bit dull at times.
Playing computer can be dull for me, lifeless, little 'challenge in a computer, regardless of it better or weaker. No Ego vs Ego. 'Person looking at.
Maybe playing same person, or even many people could be dull? Unsure. Maybe game lacks a 'bit compared to other games, AOE2 can be fun, but the fun is when equal skill more often.
Yet strong vs weak or weak vs strong can be fun too, if one sets goals and seeks small or different victory conditions.

Why fund this or that, why not just give the money back to the taxpayer with the understanding that they can invest it as they think right.

If countries had proper orphan child rearing wards of the state schools, what harm would there be in overpopulation?

But would 'most intelligent people choose crime?
Moneywise, there are often less risky ways to make money.
The most intelligent of people would make their money legally I'd figure.

If they were truly intelligent they could shift their self damaging passion, or see their situation with perspective.
It's strange, weapon vs armor theory applied to society.
Better forensics and surveillance, chances of being caught are higher.
Yet too technology has brought about,
Drones, remote controlled bombs, the internet ability to track targets.
Even before this there existed,
Fire, poison, latex masks and wigs, transportation to other cities.
It's not as though people lack the 'intelligence to get away with crime.
Most people just lack such 'desire to so harm people (Theory).
What criminals have is ruthlessness,
Or put another way, a pathetic or atrophies sense of Empathy and Rightness. (Theory)
Nothing to be 'proud of,
. . . But then one argues morality subjective.

But ought not certain conclusions result from Intelligence and Wisdom?

I'd suppose the situation has been better and worse. Depending on time and location throughout history.
Depending on technology, laws, society values, Goals.
I vaguely recall reading of the recent TV era, of there being a lot of control on the networks, censorship of sex and curse words for example, or even 'suggestive of such scenes.
Films as well, used to have more censorship and oversight, I 'think.
. . . I don't 'think it was 'cheap to produce the news. Though even without a ton of money people could hand out or sell pamphlets or pool their money for an ideological paper.
. . . I've heard of Communist pamphlets and newspapers in history, I don't remember Communist Radio or TV, until they managed to take over a country.
Not that Communist Radio or TV did not exist before they took over a country.
In America, I think TV News at least, worked a lot more hand in hand with the American government, until maybe Vietnam, where there was a break between the two?

Suppose homework required a student to wear one of those virtual reality helmets? Limiting outside sight and sound.
If the student cannot access their personal phone, they cannot use their personal AI, and certain capabilities on the headset could lock during certain assignments.

. . . A higher capacity/willingness for evil?
Some people 'would be evil, but can recognize said evil action would harm them.
They would 'potentially act evil, but the situation must be highly to their advantage.
Some people commit evil once or a few times. And are 'good actions the rest of the time.
Contrast that with a person terminally mean, but not 'evil.

The Dice Man by Luke Rhinehart
I give a -3 out of 10.
Though in a 'sense it could be considered a good book, it is not the sort of book I like.
. . . I'd prefer the Underground Man to 'this book.
The Dice Man, a villain, who claims to be Egoless, yet has simply Ego inflated his value of Dice and Chance.
Like Loki, predictable in their unpredictability.
I like Eric in the book, better than the Dice Man.
Of course it is the 'bit of truth that bother one, that make awful evils at times.
But I am fond of Ego, and Social Norm Ethics/Morals, Nihilist though I am, a human must believe in 'something, value something.
Even the Dice Man does that, values chance and his various chance desires.
Values some outcomes more than others.
Though maybe he got a fair bit towards nothing in the end. Malfunctioning piece of carp.
I like loyalty, honesty, even if it's hard to keep up all the time.
I mind not the chance that I admire these. I admire them. One must be something.
