You have to understand the context. He not just saying "I disagree with you, go back to where you came from", he's asking "if the system is so great why don't you go back to your country origin and test it out there and then come back and show us how it's done?", which really boils down to, "I don't want the USA to become the next lab rat for the socialist experiment, take it to a country that has nothing to lose, and then come back once you're done".
The fact that he invites them back afterwords is key in recognizing that the statement isn't racist.
But why choose their country of origin and not some other country?
Because by using their country of origin he is reminding them of their own history, hoping that some common sense would spark in them and that they would recognize that by being socialists, they spit on all of the dreams of freedom that their parents/grandparents had.
It's called emotional appeal and using it in this manner is not racist.

We have a system in place that should take care of your concerns. The elo system.
Users like type1 lose so much elo by being terrible at debating/trolling/spamming that beating them becomes basically worthless and not much is to be gained from it. Users who are good at debating rise in elo and beating them gains you more elo. In this way, it motivates people to go after bigger debates.
People can still take those debates if they want, it just isn't going to be very significant. Besides, it's first come first serve and RM can accept those debates if he wants to.

None of that had anything to do with race. It was all based on the simple idea that the progressive democrats are proclaiming the same system that hurt their parents.

The Iran Nuke Deal wasn't a solution. We basically gave them tons of money to delay their nuclear program. We need it stopped, not delayed. And that's why going back on the Nuke Deal and opting for sanctions was the right call.
