To put it simply, you start with low price which enables rapid depleting, and only when resource is significantly depleted, you increase price significantly.
This is why I said Google the law of supply and demand because it doesn't need to be significantly reduced for prices to adjust.
You think government trying to reduce resource consumption will be completely negated by market, while also thinking that market perfectly regulates that same resource consumption.
So the markets uses supply and demand to dictate price. That's how a free market works. If the government is divying up things based on equality than it usurps supply and demand, and so there will be excess for people who don't need it and not enough for people who need more than normal so underground markets prop up to redistribute resources. Yes that undermines the law of supply and demand to a certain extent because the government will be late to react to market shifts.

Incorrect. A low supply will immediately impact prices and cause companies to and consumers to redirect their resources and energy to acquiring things from different sources. Coal runs low, you move to oil, wild runs low you start developing electric vehicles etc.
If you haven't looked at economics I would start by Google g supply and demand.
