The center of mass of the galaxy is constantly shifting relative to the galaxy itself because the stars in the galaxy are constantly moving. If the stars such as our sun were orbiting a stationary object then their orbits would be nearly-elliptical just like the planets orbits are nearly-elliptical because they orbit an object (the sun).
