PRO has forfeited the opening round, forcing CON to define the term of this debate

DEFINITIONS:

DONALD TRUMP  (born June 14, 1946) is "a businessman and television personality"

WANT [verb] is "to wish for or desire (something); to feel a need or desire for; to crave or demand"

CUT [verb] is "to reduce, especially intentionally"

WHO (1040 kHz "Newsradio 1040") is "a commercial AM radio station in Des Moines, Iowa. The station is owned by iHeartMedia and carries a news/talk radio format.  WHO broadcasts with 50,000 watts, the maximum power permitted for commercial AM stations, around the clock. It uses a non-directional antenna. WHO dates back to the early days of broadcasting and is a Class A clear-channel station. During daytime hours, its transmitter power and Iowa's flat land (with near-perfect soil conductivity) gives it at least secondary coverage of most of Iowa, as well as parts of Illinois, Missouri, Nebraska, Kansas, Wisconsin, Minnesota and South Dakota. At night, the station adjusts its coverage to protect fellow clear-channel station WBZ in Boston at nearby 1030 AM. Even with this restriction, it can be heard across much of North America at night with a good radio, but is strongest in the Central United States"

CON interprets the resolution to mean that PRO must prove that TRUMP has a sincere desire to reduce the budget of Iowa's biggest radio station.

ARG 1.1  TRUMP is UNRELIABLE

  • TRUMP is the most prolific liar in history
    • and therefore the least reliable source for information
  • If the only source of intelligence on any TRUMP initiative is TRUMP making promises, that source must be dismissed as unreliable
    • Indeed, any TRUMP promise attached to any initiative indicates that initiative is less likely to be executed, not more
ARG 1.2 TRUMP is INCONSTANT

  • TRUMP is as fickle as Colorado in Springtime
    • "For better and for worse, Mr. Trump is a chronic waffler.  It has long been clear that Mr. Trump is not the decisive, resolute leader he imagines himself to be. His presidency is littered with plans and pronouncements that were walked back or abandoned — some good, some not so good. His announcement last December that he was pulling all American troops from Syria was dramatically revised after pushback from foreign allies, lawmakers and his military advisers. This June, he approved military strikes on Iran in retaliation for its downing of an American drone, then canceled them. Last month, facing market turmoil and concerns from retailers and business groups, Mr. Trump postponed imposing additional tariffs on some Chinese consumer goods until after the start of the Christmas shopping season. He also floated the idea of cutting payroll taxes to goose the economy, only to reverse himself a day later with a declaration that the economy was plenty “strong.” Responding to back-to-back gun massacres, the president vowed to push for “sensible, important background checks” — until the National Rifle Association voiced its displeasure. At that point, Mr. Trump’s resolve wilted faster than you could say “$30 million in campaign contributions.” Not that he would admit to folding. He instead spent weeks offering rambling comments about possible legislation. The White House is expected to clarify his latest position soon.
    • Even with issues central to Mr. Trump’s brand, he will now and again give ground. Recall last summer’s policy of separating migrant children from their parents — a move so appalling that even some of the president’s Republican apologists could not stomach it. After six weeks of international uproar, Mr. Trump announced an end to the practice.  He executed a similar flip-flop this winter, when Congress’s refusal to give him billions in border wall funding led him to provoke a partial government shutdown. When the public grew grumpy enough about the disruption, the president caved and signed a bill that did not include his desired wall money.
    • On occasion, Mr. Trump will move to reverse his reversals — or at least find a creative work around. Last month, the administration unveiled a new rule that would do away with the existing 20-day limit on holding migrant children in detention. On Tuesday, it announced that it is diverting $3.6 billion from Defense Department projects toward the construction of the border wall."
  • Just because TRUMP says he wants something today doesn't mean TRUMP won't want the opposite tomorrow.

  • WHO's "syndicated shows include Rush Limbaugh, Sean Hannity, plus Lee Habeeb hosts Our American Stories"
    • "Limbaugh has been consistently supportive of the candidacy and presidency of Donald Trump, although he endorsed Ted Cruz during the 2016 Republican Party presidential primaries and took issue with Trump's treatment of Cruz.   After the election he became supportive of deep-state conspiracy theories, claiming that the United States has entered a "Cold Civil War" in which the Democratic Party is attempting to illegitimately overturn the election results and that it is part of a trend of Democrats contesting elections beginning with the 2000 Florida election recount intended to eventually eliminate free elections in the United States"

    • "Hannity developed a close relationship with Trump during the election and has become even closer during his presidency.  The two men speak on the phone multiple times a week, discussing Hannity's weekday show, the special counsel investigation, even evaluating White House staff.   Hannity shares, The Economist asserts, "Mr Trump's love of conspiracy theories and hatred of snooty elites".  They speak so often that one Trump adviser has said that Hannity "basically has a desk in the place". On the air, Hannity echoes Trump's attacks on the media and Special Counsel investigation into Russian interference in the 2016 United States elections.  Trump sometimes quotes Hannity to others or promotes the show to his Twitter followers.  Hannity has encouraged Trump to shut down the government to get funding for a border wall, as well as his declaration of a national emergency over the US-Mexico border.  According to reports by the Los Angeles Times and New York magazine, Hannity frequently talks to Trump by telephone after Hannity's weekday broadcasts, and Hannity is one of several dozen cleared callers whose calls to the White House public switchboard can be connected directly to the president"
  • Since WHO has wide-ranging broadcast power and broadcasts the daily dogmas of some of TRUMP's most ardent advocates, TRUMP has little motive to cut WHO funding
ARG 1.4 TRUMP HAS no AUTHORITY or INFLUENCE REGARDING WHO FUNDING

  • WHO is owned by iHeartMedia (formerly Clear Channel) which is in turn owned by Bain Capital, best known for it former CEO Mitt Romey and its Venture Capital pirate acquisitions of famous brands such as Burger King, Dunkin' Donuts, Domino's Pizza, AMC Theaters, Warner Music, Staples, Toys"R"Us, Sports Authority, Weather Channel, etc.
  • Bain Capital's managing committee has ultimate authority over funding for iHeartMedia's stations such as WHO.
CONCLUSION

  • PRO has failed to  prove that TRUMP has any desire or legitimate motivation to reduce the budget of Iowa's most powerful radio station
