'Cant' is incoherent in the title. He probably means 'cannot' and meant to write can't.
'Cannot' means 'can not'.
Can has some definitions. I will supply the 2 most applicable to this debate:

Burden of proof is on Pro
Pro has to prove that his friend who has a Spotify account dedicated at least primarily to rap music is neither physically nor mentally able to rap or that his friend is able to but lacks knowledge on how to bring that to fruition.
He must also prove that he meant it as a joke or that he is laughing out loud. We must realise that if Pro means the topic as a joke, it suggests he doesn't believe it is true. That would make it the inverse of a truism.
We need evidence that Pro is laughing out loud and an explanation of why.

We have to understand the LOL. It seems to be a proof Pro knows he doesn't mean what he is saying.
