Ok. This is what I found.

According to allthingsfinance, as the spiritual leader of the Catholic world and the King of the Vatican, the pope's net worth is around $10-$15 billion. This makes him extremely financially powerful, but still not nearly enough for him to be #1.

He has substantially more influence though, ranking #6 in Forbes' Most Powerful People in the world (in 2018). Powerful, but people like Xi, Putin, and even Trump are still leagues ahead of him in terms of power.

In order to vote, you have to have (in theory) read the CoC, where the categories for each are stated. In addition, debaters have to have at least 100 forum posts or completed two non-FF debates. This means the people voting aren't completely new to the site. Furthermore, the four voting criteria aren't that intuitively difficult to grasp. We all have at least somewhat of an understanding of what poor sources are, of what poor grammar is, and what poor conduct looks like.

You're thinking in the context of Theocracy. But when one shifts the context to the financial dealings of the Vatican, then the argument that the pope is the most powerful living being on this earth becomes more clear. Consider their investments with the Rothschild banks in Britain, the U.S., and France,  the Credit Suisse in Zurich and London, JP-Morgan Chase Bank in Manhattan, The First National Bank of New York, the Bankers Trust Company, the Centurion Global Fund,  not to mention that the Vatican has its own Bank (manages $64 Billion worth of assets) and hedge fund. Consider their real estate investments--owning land all over the globe. ("Queen" Elizabeth may on paper have the most land in sheer size, but the Pope has lands and properties, not to mention "embassies" in several more countries.) Consider the Vatican's shareholdings in international giants like Gulf Oil, Shell, General Motors, Bethlehem Steel, General Electric, International Business Machines, etc. Consider the Vatican's transactions with the Federal Reserve, both buying and selling millions of dollars worth of gold at a time. I believe that the Federal Reserve holds about $20 Million worth of gold for the Vatican.

Consider the nearly 1.3 billion people who essentially serve as the pope's army and generally offer the Vatican 10% of their income. Even if every one of them gives just $1  in tithes, that's $1.3 billion dollars. Now if they do this every week, that's about $68 Billion a year.
If we're talking about financial power, then the pope would face some serious competition from powerful billionaire tycoons, moguls, and oligarchs for the title of "most financially powerful person in the world". Sure, the pope is rich, but I'm pretty sure he isn't THE most financially powerful individual in the world. 

And all of that is just the beginning. If one considers that the pope is the head Luciferian, the predominant religion of the Earth, his influence spans even further especially as it concerns Hollywood and Child Sex Trafficking.
I know the pope has had several controversies regarding possible cover-ups, but that isn't nearly enough to amount to a global child sex trafficking ring. This is something I'm going to have to look further into. Also not sure about the extent of the Pope's influence in Hollywood (if there is indeed any).

1. Isn't DDO irrelevant to DART?
No, it isn't. DDO is the direct predecessor of DART, and many people on DART have been debating on DDO for years before they came to DART. As the original debate site, it has had a pretty significant impact on a substantial number of debaters. There are many connections between DDO and this site, some of which continue to this day. 

2. If the instigator is that unsure of his position, perhaps he/she is not equipped to debate at all, regardless of sequence. And why would the Contender not have the same concern in leading an argument due to a waived round? Perhaps they're not well-equipped, either.
Sometimes, yes, instigators are unwilling/unable to fulfill their BOP first. But in some cases, it is simply impractical to fulfill BOP as instigator without contender going first. I'll have to search for some examples, but there can be (and most likely are) debates where this is the case.

Debate is a risk. Let's call it that, and stop this nonsense.
I agree, there is a certain element of risk when it comes to debate (I should know, I've had to forfeit debates in the past due to unexpected events crowding up my schedule). However, that is what some people do, whether or not the reasons for it are legitimate. Here I'm simply saying it as it is, not as it ought to be.

There are two reasons that I can think of off the top of my head why participants in the debate would waive a round.
  1. On DDO (the predecessor of DART), there was no description field for debates. To compensate for this, the instigator would use the first round of a debate as a description to explain what the debate was about, to provide the definitions, to hammer out the rules of the debate, etc. Then, the contender could use their round 1 argument to contend with any part of the description they did not like. However, most of the time, there was nothing to say about the description, so the contender would often waive the first round and allow the instigator to proceed with opening arguments, and the instigator would waive the last round so that both sides had the same number of rounds. Since many people on DART came from DDO, it could be that this habit stuck with them and they brought it over to DART.
  2. The instigator has a position in a shared BOP debate (which constitute the majority of debates on DART) that would be impractical/impossible to start off with before hearing the contender's opening argument. In that case, they would waive their first round to allow the contender the floor, to which the contender would agree to waive the last round.

Nonsensical nature of rules is not for mods to determine but for website owner. The mods interpret, adjust and enforce the rules agreed upon.
Direction is one role.
Making it move is another.
The CoC was created by mods, not the site owner (I don't know if the site owner gave input, but it was mainly composed by the mods). So yes, the mods can determine the "nonsensical nature of rules".

A poor person getting $10,000:
Sleepless nights Working on Project;
Online courses about marketing, 3d-modeling, coding, etc... Having to absorb all boring information;
Actually doing the work, and having to learn how to make friends because he really needed help;
Weeks of planning;
Pay the rents, pay the loans(Currently at -$10,000 from start balance);
Go out of the house, market, make friends, expand the internet settlement through the website(Currently at the value of the start balance);
Research, Buy houses, survey, etc... Invest in stocks and real estate, etc...
Getting 10,000$(End, taking about 9 steps, very happy)
Actually, there was an experiment done in the film Reversal of Fortune where they gave a homeless man $100,000 to see what he would do with it. He:
  • bragged about his newfound wealth to family
  • gave generous globs of money to friends he made because of his wealth
  • purchased a new car for someone he knew
  • bought himself a truck (which itself was worth over $30,000)
  • bought many gifts to someone he loved (whom he also married)
  • spent a considerable amount of money on alcohol and cigarettes
  • indulged himself in video games
All this, combined with his choice to deliberately ignore the sound financial advice he received (such as getting a job and seeking free financial advice) resulted in him ending up exactly where he was before receiving the money within 6 months.

And it's not like this is a fringe case, either. Many people who win the lottery end up worse off afterwards because they don't manage their money well. It should come as no surprise that people who haven't been exposed to handling large sums of money don't end up making the wisest financial decisions when suddenly given thousands/millions of dollars. Your scenario is the exception, not the rule. 

A spoiled rich person getting $10,000:
Grab Credit Card, click on the phone(One step, little happiness)
That spoiled rich person and/or their children will end up in the same position as the homeless man I described above. 

Happiness is subjective of what you do, but it is objective that:
1. The more effort you put into the happier you will be
Not necessarily. There have been many instances of people putting in a monumental effort to achieve something, but getting nothing out of it. Just look at the Vietnam War.

Also, the latter personality loves SPENDING money instead of EARNING money. Spending is hedonistic and she will get tired as soon as there is a single tear in her Gucci, whereas the former is still happy even if his apartment is creaked and the computer a very old model.
You can't guarantee that.

Chains could be as such: Suffering(Getting an F) -> Suffering(Kicked out of the house) -> Suffering(Homeless) ->Suffering(Assault) ->Happiness(Meeting someone of similar situations, becoming friends).
That is a coincidence and is by no means a given.

This act, compared to a Tik Tok star having a new friend, which is: Happiness(Stand by the door, get a boyfriend): The first one is happier because more is put into this happiness. It requires 5 steps whereas the latter is one simple step. In conclusion, more effort put into this happiness, the happier he is.

Hedonistic? No. Every event of hedonistic happiness is temporary and it will be gone. Today's sufferings will be tomorrow's glory, as someone whom I forgot his name said. No one wants to suffer. They want to suffer because it is building up to future happiness. Some entrepreneurs suffered learning to code just so he could be master at coding and technology and that will give him a very adequate job and furtherly a million-dollar company. 

In other words, the longer you build up by suffering, the more joy. This is why many people, especially optimistic ones and the ones who had a lot, agree to suffer because they know happiness will come. Essentially, everything you do is directly or indirectly linked to happiness. Hedonistic happiness is direct for 1 step and that won't last very long. 
Yes. The main goal of that pursuit isn't happiness. It's to be fulfilled in life. Happiness (the good kind) comes as a result of being fulfilled in life. It's a positive by-product of realizing your potential and finding your purpose.

I am going with a philosophy in the cores but I don't know who. Making babies give you contentment because:
1. In the beginning, you have sex, which makes you happy generally.
2. A baby is adorable!
3. A baby extends your family line, which will make you happy consider you can educate him/her yourself and see him successful, etc.
Sure.

But you have to raise that baby, which is becoming an increasingly difficult financial burden for many families who are living paycheck to paycheck.

If you're talking about being happy in the hedonistic sense, then no. You could seek out all of the pleasures in life but still end up feeling empty inside. In fact, most people who do this feel that, at the end of the day, their lives are unfulfilled. For example, you could throw a drunken orgy in your house every day and technically be "happy". However, in almost every case, you would feel terrible about yourself when the smoke settles. Certain drugs, such as cocaine, methamphetamine, and MDMA are specifically used to gain a temporary sense of euphoria, yet nothing which benefits your life ever comes out of these. Many people have gained material wealth and feel short-term happiness but then realize many years later that they aren't where they want to be in life. If the main purpose of life is to be happy, then all of these examples would demonstrate being successful in life.

But they aren't.

They're lacking an integral part of a fulfilling life, which is purpose. Just being happy doesn't make your life better, because, at the end of the day, you will feel you've achieved nothing. So to answer your question, no, the main purpose of life isn't just to be happy, it's to find your own purpose within it.

The papacy itself especially after the 13 century. 
Akin to the British Monarchy, the power that the pope wields today is mostly symbolic, rather than real. While the papacy itself is still influential in the lives of many Catholics, I don't think the papacy of today is anywhere near as powerful/influential as it was during the middle ages. For example: 
  • The popes of the middle ages were the sole religious leaders of Western Europe. Literally everyone in Western Europe in the middle ages acknowledged the pope as their spiritual leader. While the papacy today presides over 1.2 billion Catholics (which is more people than lived in the world at any point in the middle ages), the percentage of Christians who follow the pope is way lower than it was before the Protestant Reformation.
  • The popes of the middle ages wielded a significant amount of power, to the point where even kings would cower before them. They frequently played power politics, and the threat of ex-communication scared even the boldest and most defiant leaders into obeying them. Pope Francis doesn't wield nearly as much power, and outside of the Vatican, he doesn't have the power to directly affect policies.
  • The popes of the middle ages could raise an army of tens of thousands to fight his holy wars. Pope Francis would have a very difficult time doing this. 
  • The papacy was so sought after, and the power that came with it so great, that there would often be rival claimants ("anti-popes") challenging the pope's position. There hasn't been such a thing since 1450.
